How much trouble would I be asking for if I attempted to set this up and run it as a non-developer? I'm not afraid of tech and even have done a little bit of php programming related to WordPress in the past, but I'm not a developer and I don't do much on the server level. I have some Digital Ocean droplets that I have running WordPress, but I interface mostly with the droplets through a service called GridPane which is does most of the server setup and provisioning, etc.

Not so easy, unless someone starts to offer managed services for Waterhole. You either have to learn a lot of new things (good) or outsource to developer who is familiar with PHP, Laravel and basic system administration.
